About Rich

I am a 5th generation Sacramento County resident. The youngest of nine children, I was born, raised, and currently live in Carmichael with my wife, Lisa, and our five children.

Career: I joined the California Highway Patrol in 1995 and spent the first years of my career as a patrol officer in Los Angeles and Sacramento counties before promoting up the ranks into a variety of field and administrative assignments. From 2011 to 2014, I was the commander of CHP field operations in eastern Sacramento County.

I oversaw the CHP’s legislative affairs program from 2014 through 2018. While in this position, I participated in the development and management of the CHP’s budget. I also worked on legislation affecting several areas of public policy, including traffic and public safety and law enforcement use of force and transparency.

I also had the privilege to serve on the Judicial Council of California’s Traffic Advisory Committee and Futures Commission Traffic Subcommittee. In these roles, I advised judges and judicial policymakers on law enforcement issues and helped develop a roadmap for a more efficient, fair, and accessible framework for dealing with traffic violations. Near the end of 2018, I was promoted to CHP Chief and temporarily assigned to the State Assembly as the Chief Sergeant-at-Arms.

I am proud that during my career with the CHP I have helped so many people by being a responsive and hard-working public servant. I am most proud of my participation in the CHP’s creation of an AMBER Alert system to locate abducted and missing children and the development of the CHP’s Mental Illness Response Program that trains officers how to safely resolve encounters with people experiencing a mental health crisis.

Education: I graduated from Jesuit High School in 1988 and Santa Clara University in 1992 with a Bachelor of Arts degree in English. While working for the CHP, I went to McGeorge School of Law and graduated with a Juris Doctor degree in May 2000 before passing the California Bar Exam in July of that year.

Community Involvement: I became directly involved in Sacramento County issues in 2005 when I participated in the development of the Carmichael Community Action Plan, resulting in a new vision for Carmichael. I also served multiple terms as a Commissioner on the Sacramento County Adult and Aging Commission. I am proud that my work on the Commission helped establish the Sacramento Senior Safehouse to protect seniors at risk of abuse. I am a member of the Sacramento County Bar Association and have volunteered as an attorney at Voluntary Legal Services of Northern California. In 2018, I was appointed by Supervisor Susan Peters to the Carmichael Foothill Farms Community Planning Advisory Council to provide feedback and community perspective on development proposals in District 3.

Family Life: My wife Lisa and I have five children ranging in age from 11 to 20. We are active members of our community, frequently spending time on the American River Parkway, at the Effie Yeaw Nature Center, and in local parks. We volunteer at the annual American River Parkway cleanup and local Special Olympics events. We enjoy participating as a family in the annual Run to Feed the Hungry. Although I spent several years coaching my kids in the Arden Park Soccer Club and Eastern Little League, most of my time is now spent on the sidelines watching as a spectator.
